This Executive Order prohibits federal contractors from discriminating against employees on the basis of race, color, religion, gender, or national origin. It is similar to the Civil Rights Act, but has the further requirement that federal contractors with contracts exceeding $50,000 and a workforce of more than 50 employees maintain an Affirmative Action Plan regarding the utilization of people in the protected classes.
Penalties for non-compliance: The Office of Federal Contract Compliance Programs may suspend, terminate, or cancel the employer's contract, and declare them ineligible to compete for future federal contracts.
